The uncertainty index consists of three parts. The first a news search for articles on policy uncertainty, which we’ll return to in a minute. The second part has to do with disagreements among economic forecasters. And the last part is “the number of federal tax code provisions set to expire in future years.” They quantify uncertainty-related concepts from October 1949 onwards using two mainland Chinese newspapers: the Renmin Daily and the Guangming Daily. To construct an Economic Policy Uncertainty Index for China, they first obtain monthly counts of articles that contain at least one term in each of three term sets: Economics, Policy, and Uncertainty. Policy uncertainty (also called regime uncertainty) is a class of economic risk where the future path of government policy is uncertain, raising risk premia and leading businesses and individuals to delay spending and investment until this uncertainty has been resolved. Policy uncertainty may refer to uncertainty about monetary or fiscal policy, the tax or regulatory regime, or uncertainty over electoral outcomes that will influence political leadership. At the macro level, policy uncertainty innovations foreshadow declines in investment, output, and employment in the United States and, in a panel VAR setting, for 12 major economies. Extending our US index back to 1900, EPU rose dramatically in the 1930s (from late 1931) and has drifted upwards since the 1960s.
